In the case of sedentary resources, it is probably easier to grant spatial rights (territorial use rights in fisheries – TURFs). For finfish stocks, rights are best expressed in terms of the catch. One widely-discussed, and increasingly adopted, option is individual transferable quotas (ITQs). An alternative to ITQs may be to allocate catch rights to a group of fishers as a concession. |
