Actually I would like to qualify that a bit further by stating أحد أحد الكوادر أو العناصر القيادية المحلية في حزبي. Please check this link where you have two indications of a special cell of party members or leadership role, etc. (training, guidance, etc. ):

Explanation:
Simpler, in my opinion, and more Arabic than transliterating "cadre" - which is also correct and was for a very long time used by all the ME Communist parties.
