"7. division of larger group: a branch of an organization, especially a section of the armed forces"
Since it is not a military 'arm' then it is better to be سُلطة not ذراع.

* M-W.com:
"9 : a functional division of a group, organization, institution, or activity <the logistical arm of the air force>"
Here شـُـعبة fits more.
