Explanation:
I think the reason why the boy's hair was described as a sheep's wool, because it is curly or wavy, as a sheep's wool. Besides, one of the meanings of woolly is: being disorganized, rough... which is expressed by: مجعد | متموج or curly|wavy & that's how the wool of the sheep looks like.
