The structure is a bit faulty, I'd say. I think it should have read "dispensed with until post consultation.." or something along that line.

Well, perhaps Y and Z are third parties to the issues or even directly involved and consulting with them might change the situation somehow, so they need to defer any discussion until those consultations. I mean, it is difficult to assume there is some other interpretation. The writer would have to be so disturbed, if there were :) |

Asker: That was my initial though. But they did say they had nothing to discuss if the complainants have not changed their position!!
