And TargamaT, I think there is a difference between English boroughs and NYC boroughs, and there is no comparison with those of Paris (i.e. Les arrondissement).

So there is no "one word" translation for borough? bec. Mr. Baligh محافظة is a governorate .... this is so misleading bec one can't fully understand for example why is New York a city while New jersey is a State ... I don't know :(
