UK Military English = GOC


Explanation:
Greetings.

As the first respodnent mentioned, the term General Officer Commanding (abbrev as "GOC") is a standard usage in the British Army.

The title of GOC denotes a general-grade officer who is in command of a unit (at least a regiment, but usually a division, corps or higher-level unit), versus a general who is a senior staff officer or director of a non-combat unit. (Staffers and directors do not "command")

The equivalent of "GOC" in US Army "military English" is "Commanding General" or abbrev. as "CG."

For clarity in US English media, that title and (set off by commas) attendant rank and name (Riley) would be rendered thusly:

The Commanding General (of whatever unit is cited elsewhere in the original item), Major General Riley, promised...

GOC is also used in some other countries (mostly former British colonies) as well as Ireland, as shown by links below:
he served as General Officer Commanding the 3rd Canadian Infantry Division. On D-Day, he led the charge of that division on the beaches of Normandy

n the other hand this could really be translated as
القائد العام آمر اللواء أو المنطقة، ولكن ذلك يتضارب والترجمة السائدة لمنصب

Commander-in-Chief والتي ربما أن ترجمتها تحتاج إلى إعادة النظر كاالقائد الرئيسي أو الأول.
