Explanation:
Fast track (also called “Trade Promotion Authority”, TPA) for trade agreements, refers to the authority that the President of the United States has to negotiate agreements that Congress can approve or disapprove but cannot amend or filibuster. It was in effect pursuant to the Trade Act of 1974 from 1975 to 1994 and was restored in 2002 by the Trade Act of 2002. It will expire in June 2007 unless Congress extends it.

وكما يتوقع، ان يطلب الرئيس بوش تجديد "صلاحية تشجيع التجارة" التي منحه اياها الكونغرس والتي ينتهي مفعولها في تموز/يوليو من هذا العام. وتمنح هذه الصلاحية الرئيس سلطات بعرض اتفاقات تجارية على الكونغرس كي يوافق عليها او يرفضها، بتصويته بنعم او لا، دون الحق بإدخال اية تعديلات على أحكامها.
