ولعل زيادة هذه الأصول تستلزم أيضا الدعوة إلى تفعيل آليات العمل الإيجابي غير الإقصائي (affirmative action) من أجل إتاحة تكافؤ الفرص أمام الطبقات المحرومة أو المستبعدة، مثل النساء والأقليات العرقية.
