This is specific to the context of Northern Ireland...I was thinking of using استعادة السيادة ... any ideas?

Devolution is a term in politics meaning the devolving of powers from central government to local government. The devolution can be mainly financial, e.g. giving regions a budget which was formerly administered by central government. It can also be political.
