COLD CONVOY

A cold convoy is an investigative technique used when contraband discovered in the course of an inspection or other law enforcement activity is allowed to proceed from the border to its intended destination--while under the surveillance of law enforcement agents or officers. Unlike a controlled delivery, utilizing a cooperating defendant, undercover officer(s) or confidential informant(s), this technique employees a offender who is un-aware that the contraband has been discovered. Further, the offender is not cooperating with the agents in the controlled delivery.
