subsidarity
لامركزية

Explanation:
A thorough corpus search reveals that لامركزية is the ideal translation in almost all register fields .The term means the exercise of power at the lowest feasible level ,whether in politics ,economics ,religious institutions .etc so we have such coocurrences as :economic subsidiarity ,trade subsidiarity ,political subsidiarity and religious subsidiarity ,all of which revolve in the same semantic and terminological domain and can safely have this Arabic equivalent. تبعية is a wrong translation and may even lead to the opposite meaning since the exercise of power at the lowest institutional level means the independency of the decentralized levels rather than their dependency on the higher levels .

subsidarity
المشاركة في القرار

Explanation:
في التعريف هو ممارسة السلطات المشتركة بين الاتحاد الأوروبي والدول الأعضاء

DEFINITION: The subsidiarity principles, defined in Article 3B as the exercise of powers shared between the Community and the Member States, should be reformulated and amplified in such a way as to make explicit references to regional and local authorities. The principle of subsidarity, thus reformulated, should be accompanied by an effective legal guarantee permitting legal supervision by the Court of Justice of the European Communities; in this context, explicit provision should be made for regional and local authorities to bring an action before the court. The principle of local self-government should be explicitly recognised as a general principle of law
