English term or phrase: To rule something second hand

Genghis Khan's empire was ruled second hand. There were so few mongols. There was certainly not enough of them to rule an empire the size he has created. So the system he used was simply, he would overrun a city or a province, and replace the governor and the ruling elite with a handful of mongols.

Can't find a convenient term in Arabic. Thanks for your help.

استعان جنكيز خان بالولاة في حكم امبراطوريته

Explanation:
The expression "at second hand" means he used others (rulers) in reigning over the empire
