the text is about the tetrarchy( حكومة الأربعة ) which was established in the Roman empire by Diocletian in the second half of the second century and till the third century the text is as follows:
this new governmental system,the brainchild of Diocletian, was the first of its kind and heralded the transition from principate to dominate.The empire had earlier been governed by co-emprors who had sometimes been responsible for different imperial duties, but this was the first time that the empire had been divided into distinct parts

thank you, your explanation goes with what is mentioned in the text i had that after moving principate to dominate govern, the empror is united with one of the gods which means that the empror is superior.

To solve both of these problems, Diocletian came up with the concept of the "Tetrarchy", or "rule by four". The Empire would always have two Augusti (senior emperors), one in charge of the west and one responsible for the east. Then, each Augustus would adopt a Caesar (junior emperor) as his helper and designated heir. This should lessen the temptation for would-be usurpers to murder the reigning emperors, since power would automatically pass to their Caesars. On March 1, 293, Maximian adopted Julius Constantius and Diocletian adopted Galerius Maximianus

I think the main idea is that Diocletian abolished the hereditary rule (PRINCIPATE) and adopted the rule of powerful men (DOMINATE) nominated by him and Maximian, his general..
