اسمحوا لي أن أتدخل هنا للقول بأن هذه الكلمة تعني فعلا الرؤوس وليس الرؤساء فهكذا تترجم أيضا في الفرنسية صيد الرؤوس أي الموظفين الكوادر اللذين لهم خبرة عالية وبإمكانهم تقديم الأفضل والجديد للشركات الكبرى

If we go back to the definition of "headhunting", it deals with recruiting CEO's. Of course, they could be currently employed or otherwise! Speaking of recruiting, it should always seek the best candidates among the available pool. I believe the prefix "head" refers more to the job position than to the person itself. So, we need here to use the word بحث, then we need to come up with something to denote CEO's or heads of the organization. The Arabic word "كوادر" doesn't specify that level of employment, unless we add to it something like higher-management cadres.كوادر للوظائف الإدارية العليا .

Those personnel are not unemployed. They are already having decent jobs with good salaries. Thus, you need to attract or hunt them first by providing higher salaries and extra fringe benefits so that they can leave their current positions and move to another corporation.

وبالتالي فالمعنى المقصود من هذا المصطلح هو البحث عن الكوادر وتوظيفهم للاستفادة منهم. فهو ليس مجرد توظيف.

It is a slang expression. It means the business of recruiting personnel, especially executive personnel, as for a corporation.
