ADOPTION PLACEMENT AGREEMENT
The Adoption Program of the County Department of Social Services is based on the premise that
parenthood means caring for and nurturing a child. Therefore, the adoptive parents are
considered parents on placement day. Even though the adoptive parents do not have the legal
rights of parenthood until a final decree of adoption, the agency transfers all possible rights and
responsibilities for a child to his parents on placement day. The purpose of the agreement is to
clarify and define some of the responsibilities of the agency and the adoptive parents before a
decree of adoption is signed by the court.
