This is a very much tactful term, as the wording here is expressly important.

Your reporting and procurement of false compliant standard specifications of bars and materials ... and therefore are "entity" rejected." (typo perhaps)

By the use of the word false, XXX has affirmed that YYY has knowingly and willfully tried to mislead and cheat the employer.

I cannot find any other wording except غير مطابقة للمواصفات yet I thought there would be another way out. I hope to find it here as the document is crucially important.

The complaining party tries to get false in the meaning of forged, etc. whereas the first may not have intended that, what should I do?
