Explanation:
I think is the verb طأطأ is the only verb in ِArabic( as far as i know) فوق كل ذو علم عليم that can be used for both head and eyes for angling.

Explanation:
I know that eyes cannot be angled, but I think that the statement means "angle the imaginary line between the eyes so that one of them is higher than the other." Think of how a dog looks in confusion when you talk to it.
