محکمة شانسري
Explanation:
This term is originally related to the English Law and it is one of the branches under the Supreme Court of England and Wales that deals with business law, trusts law, probate law, and land law in relation to issues of equity.

In addition it has specialist courts within it which deal with intellectual property and company law.

All tax appeals are assigned to the Chancery Division.

The head of the Chancery Division was known as the Vice-Chancellor until October 2005. The title was changed under the provisions of the Constitutional Reform Act 2005 to Chancellor of the High Court.

In light of the above, I would translate it the word < Chancery Division> alone as محکمة شانسري as it is not the Supreme Court of Justice itself that can be translated as محکمة العدل العلیا .

Likewise, it does not deal with issues of personal law only so I would not translate it as قسم قضايا الأحوال الشخصية في المحكمة العليا .

In light of the above you can not translate it as قسم القضايا/الأرشبف too.

Yes, this applies to the USA as well; I mentioned UK for background purposes.

The fact is that Chancery Division or Court of Chancery in some US states deals with equity issues related to family, business, contracts and etc. In other words it is a Court of Equity.

Whether it is UK or USA, the court deals with equity issues and therefore, it is not only about family matters. In the phrase < Chancery Division-Family part> it clearly shows that this court has other internal parts (as you may call it) in addition to the Family part.

Asker: What would the superior court be then, if this is the mahkama al''ulia? Is it the mahkama al'shar'eeyat?

The Chancery Divisionion is a part of the Superior Court. Chancery courts evolved from the jurisdiction of the Lord Chancellor to rule on certain issues on behalf of the king.

English common law does not recognize "mahkama al'shar'eeyat" and it is clear from the very brief context the subject relates to English common law rather than Islamic jurisprudence.
