I'm at my wit's end.

My original text is German, but what it basically says is that "a house can only be a home if all the tenants agree to a set of rules" - something like that...

How can I reflect this distinction between "house" and "home" in Arabic? Any suggestions appreciated.

مسكن أو بيت

Explanation:
1- يمكن للمنزل أن يصبح مسكناً فقط إذا ما وافق كل المستأجرين على مجموعة من القواعد
2- يمكن للدار أن تكون بيتاً للمستأجرين فقط إذا ما وافقوا جميعهم على مجموعة من القواعد

house= منزل، دار
home= بيت، مسكن
