Explanation:
If "of the land" refers to Saudi Arabia, the idiomatic expression would be في المملكة

Another Saudi Arabian idiosynchrasy is that (at least when I was a translator in Jubail, 1982-1986) the Saudi Arabian government did not like the word القانون. Instead, they preferred النظام. So in those days, we would translate this phrase as النظام السائد في المملكة
