In programming, system response can be generated either by an event such as a mouse clicking, window sizing or by a specified period of time.

The same can be applied in other systems .In Power Management, system response can be obtained either by an event (when a certain a value is reached or by mere timing.
Example: In event-initiated response I will cut electricity when a voltmeter reads 10 volts (regardless how long time it takes to reach this value) while in schedule-initiated response I will cut electricity each 2 hours (regardless how much volts it reads)..
