Although I haven't selected an answer yet (24 hours haven't passed yet), I believe Angela has provided the correct answer (confirmed by airmailrpl's answer), and it's the one I'll probably go for. (i.e. "tool carrier moves but tool doesn't do any work" or "movement of tool carriage with no cutting occurring")

To recap, here's the context again:

It's about turning recesses with a lathe:

"Recesses that are wider than the cutting edge of the right-angle parting-off tool are made by executing multiple recessing operations at appropriate intervals. The travel for the second and subsequent cuts can be in the direction -Z or +Z, depending on the dimensions. In either case, though, the dead travel of the tool carriage spindle must be accounted for."

Any idea what the Arabic term could be? I couldn't find it in any dictionary.

(ميكانيكا) عدم ربط أحد اجزاء الحركة (ترس مثلاُ) بإحكام مما يترتب عليه عدم تحرك احد التروس عند تحرك الترس الاخر. اي أن عجلة القيادة إذا كان بها "بوش" أي عند تحريكها لا تتحرك عجلات السيارة.
(صناعة السلاح) المسافة التي يتحركها الزناد دون التأثير على الاجزاء الخاصة بتحريك ابرة الاشتعال كنوع من التأمين حتي لا يتم طرق الرصاصة بمجرد لمس الزناد.

Thanks all...this seems to be a really tough one - 3 very different answers and not a single "agree" from colleagues. In the end I went for the safest answer, though it may not be the proper technical term, namely تحرك غير فعال as suggested by you Ahmed (hence the 3 points, just to state that this may not be the proper term). بوش and فوت as well as Mumtaz's الحركة السالبة sound like interesting terms, but I don't think they quite fit in this context.
