I think "penetration" does not mean اختراق , it might mean اشتراك, right?! |

In some areas, cable is simply not available, because the cables have not been run to that area yet. The expansion of cable networks is likened to a military deployment. I agree that اختراق would not be the best choice, but توغل أو انتشار may be.
