Please notice the semantical distance between \"noc\" and \"non-offical cover.\" Although you posted the two terms together, notice that Safire never said that they are synonymous. He only said that \"noc\" is an acronym derived from \"non-offical cover.\" This does not mean that they mean the same thing. They are used differently: While you can say that so and so is a noc, you cannot say that he/she is a non-offical cover. You can only say that he/she operates under non-offical cover. Safire, who has written many books on language, should have been clearer on this point.

With this difference in min, you cannot translate both in the same way. A noc is عميل أو مخبر غير رسمي, as Mumtaz and Stephen correctly observe, but non-official cover is غطاء غير رسمي. In other words, you have posted two terms, not one.
