English term or phrase: Men and women of childbearing age
The Family Planning Program covers health services and related drugs and supplies to maintain good reproductive health. Men and women of childbearing age may be eligible.

Although men cannot bear children, I assume the Dept of Health means "men who can cause childbearing". Any ideas on how it would translate accurately?

Explanation:
I do not approve of خصوبة as it is too grafic. Also, there is no such a thing as age of خصوبة (fertility) as childbearing is no longer related to fertility only. Women and men who are not (very) fertile can still have children thanks to advancement in treatment and technolgy. That is why the text talks about childbearing age to emphasize that u need to be of youngish age to cope with the complications of childbeearing.

agree  Nesrin: سن الإنجاب is the more literal translation. I would say that "of childbearing age" only refers to the word "women", while the services are provided to all men, as - correct me if I am wrong!! - men's fertility is not limited by age.
