Explanation:
This may be specific to the Egyptian public health care system, but public health clinics (which is what I assume answer B refers to) are also called wahdat sihhiya by the Ministry of Health

See for example this:

from the Egyptian State Information Service, where it says that there were 4,500 wahdat sihhiya in Egypt as of 2007. If I was translating that into English, I would translate it as public clinics, community clinics, local clinics or something along those lines.
