If the term refers to the military rank which exists in the US Air Force = "ra'iis al-ruqebaa'" or alternatively, "raqeeb awwal" (as found in some Arab militaries.
FYI, there is a very limited direct or one-to-one correlation or equivalence between US and UK military ranks and the rank structures used in most Arab military establishments, which can combine two foreign-origin ranks into one or sometimes add several specialized rank titles (especially for warrant officers/technicians and "line" officers).

ووظيفته ليست عسكرية بل هي
وظيفة خدمية تساعد الرتب الصغيرة في الجيش الأمريكي علي التواصل ورفع مطالبها لوزير الداع او قادة الأركان
ولا يقابلها في الجيوش العربية تلك الرتبة
في الجيش السعودي هناك رئيس رقباء
في الجيش المصري مساعد او ل و صول
والجيش الأردني كبير الرقباء ولكنها جميعا رتبا رسمية وليست شرفية أي رجال خدمة فقط وتنفيذ أوامر وليس لمهتهم حتي أقل شبه بتلك الرتبة في الجيش الأمريكي
