Here are functional equivalents in the US Army for executive officer at the level or regiment / brigade and below:

Deputy commander / officer who has authority to speak for the commander, make decisions, and issue orders during the absence or incapacitation of the unit commander. The XO also orchestrates and integrates the activites of the unit staff.

So, the Arab military equivalent is closest to the British term of "2d Officer in Charge (2IC") = "second commander" or "assistant commander" =

"qa'id thaanii" قائد ثاني

or

"musaa3d al-qa'id" مساعد القائد
