  -> of course it refers to 'the' criminal ones who try to cross the borders, not to 'all' illegal foreigners

agree  Nesrin: "المجرمون الأجانب" sounds better. "الأجانب المجرمون" sounds a bit as if someone was accusing all foreigners of being criminals.

Explanation:
Long? Yes. But this is not a problem in Arabic. Convies the meaning, and takes us away from them being "legal or illigal aliens".

Do we have to stick to the exact number of English words,if we are to convey meaning in a clear, right Arabic context?

agree  Nesrin: You're right, what matters is that the meaning is unequivocal (although the English words "criminal aliens" IS ambiguous, so there's no harm in keeping it that way in Arabic)
