My Internet search under "shooter's licence" has only produced Australian links, so the expression may only be relevant to Australian law. It appears that in Australia, the mere possession of firearms (such as the case with collectors) does not require the same kind of licensing as would be for someone who is interested in shooting or in the possession of ammunition. Take a look at the following page:
"A collector's licence does not permit the discharge of any collection firearm unless authorised by special permit in prescribed circumstances...
...States and Territories may require ammunition collectors to have a licence or permit for purchase of possession of that ammunition unless this is covered by an appropriate shooter's licence."
Because of these distinctions, I would translate "firearm licence" ("license" in the US) as
رخصة حيازة الأسلحة النارية
But I would translate "shooter's licence" as
رخصة إطلاق الأسلحة النارية
