"... By all means visit the lake and enjoy it but we advise people not to come into primary contact with the water."

لا يوجد أي مانع من...
Explanation:
This is not a literal translation - "by all means" does usually mean "certainly", but in this context it needs to be seen in conjunction with the "but we advise people not to come into primary contact with the water".
Here it means something like "It is not forbidden to visit the lake BUT you shouldn't come into contact with the water".
It DOESN'T mean: "We recommend that you visit the water" or anything like that.
You can either leave it out completely "زوروا البحيرة... ولكن..." or, as suggested above, say something like لا يوجد أي مانع من أن تزوروا etc . There may be other ways of expressing that, of course.
