What is the meaning of "those who wait upon the Lord" in the following context:

In a wedding cermory, where a groom was about to kiss the bride, the priest says:

{No, you can't kiss her yet. Remember that scripture passage "Those who wait upon the Lord"}

It was a funny situation anyway

هذه الأية من سفر إشعياء النبي ٣١:٤٠
وَأَمَّا مُنْتَظِرُو الرَّبِّ فَيُجَدِّدُونَ قُوَّةً. يَرْفَعُونَ أَجْنِحَةً كَالنُّسُورِ. يَرْكُضُونَ وَلاَ يَتْعَبُونَ. يَمْشُونَ وَلاَ يُعْيُونَ
ولا يمكن أن نترجمها بتصرف
ما أراده الكاهن من اقتباس بداية الآية أن القبلة الصحيحة هي بعد الزواج وعلى العريس أن يتأنى حتى تكتمل مراسم العرس لكي يقبل عروسه
