I would assume that the article that you are translating explains this social phenomenon. 2. Choose a spelling that is consistent with your own system of romanization of Arabic. Mine may or may not work for you. There are many systems out there, and they are mostly OK. The point is to be consistent. 3. Here is a suggestion for the part of the sentnece that you isolated: الديوانية اصبحت المحرك والمؤشر المرجعي للكثير من القرارات The deewaniyya has become the driving force and the point of reference for many decisions. I have a feeling that the writer meant "for the decision-making process" rather than for many individual decision, but I will leave that interpretive role to you.
