Agree with Nesrin's good question: where is the context? With that, who and where is the intended Arab readership of the desired translation?
That expression, as provided, seems to be jargon for a particular industry or field of trade [tourism? foreign direct investment? technology transfer?] or otherwise used as cliched "buzzwords," akin to "cutting edge" and "top of the line."
