Here's more explanation that was provided by another translator on TC:

They debit your account intentionally for 25 dollars, and you'll only get back this amount 7 days later. My guess is that this has something to do with credit card pre-authorisation, where the reviewer swiped her card for hotel deposit (instead of paying cash). In pre-authorisation transactions, the credit card is not charged, but the swiped amount is being put on hold (the cardholder can't spend this amount) for a few days. 7 days looks like a reasonable hold period (based on my own experience with such transactions). This is just my guess.
