ঝুঁকির মধ্য দিয়ে শক্তি
Explanation:
"strength through vulnerability" isn't a single word and is a part of sentence and that's why the appropriate meaning will depend on the rest part of the sentence. I think in most cases the Bengali word অর্জন should be used and then the suggested part would be- ঝুঁকির মধ্য দিয়ে শক্তি অর্জন.

However, if we translate only "strength through vulnerability", we can write, "ঝুঁকির মধ্য দিয়ে শক্তি" .

Of course the word "vulnerability" is difficult to translate and the translation entirely depends on the context. We always match the translation with the context. As there is no particular context here, we should rely on a pure dictionary form.

If you check the Bangla Academy Dictionary, you would find two alternatives for "vulnerability", one is আক্রম্যতা and the other one is ঘাতোপযোগিতা. I don't think আক্রম্যতা is a good choice here. ঘাতোপযোগিতা is suitable here and it is also not difficult to pronounce if you simply pronounce the two root words separately ঘাত + উপযোগিতা.

strength through vulnerability
বিপন্নতার মধ্য দিয়ে শক্তি

Explanation:
The translation of vulnerability in Bengali is a very tough and always depends on context. However, ঘাতোপযোগিতা as indicated by Saleh bhai is not only uncommon (Frankly, I have never heard this word before) but also very hard to pronounce particularly for children because we can assume that children generally use those tattoos. I believe বিপন্নতা is more suitable in this context. I can give more options like বিপদাপন্নতা or ঝুঁকি but I do not want to make things complicated for a non-native asker.

All English language dictionaries clearly confirm that
1 Someone who is vulnerable is weak and without protection, with the result that they are easily hurt physically or emotionally.
2 If a person, animal, or plant is vulnerable to a disease, they are more likely to get it than other people, animals, or plants.
3 Something that is vulnerable can be easily harmed or affected by something bad.

(c) HarperCollins Publishers.

Vulnerability always involves risk, danger, weakness, harm and বিপন্নতা is also same. I do not understand why it is not suitable in this case. বিপন্ন as translation of vulnerable is widely accepted and this is very common, easily understandable and easy to pronounce. If the lexicographers fail to give a suitable translation for a widely used word, that is not the translator's fault. Translators are there not to always copy from the dictionaries but to find, discover, invent and popularize new words in various contexts.

neutral  Saleh Chowdhury, Ph.D.: According to the Samsad Dictionary the word "বিপন্ন" means - involved in danger or difficulty, endangered, imperilled; embarrassed etc. - so this word (বিপন্নতা) does not fit in this context. Please see my note in my answer.

Explanation:
Since this is not a fixed terminoogy, rather a combination of owrds, it would be better to combine their most common meanings. I hope this would serve the purpose.
