In UK, this term is very frequently used. People keep the outer (structural) building structure of their house but completely change the interior structure and this is called - refurbish. The old interior (usually very old) is completely removed and new interior is rebuilt, so in the inside of the house it looks like new.
"refurbished house" = সংস্কার করা বাড়ি

According to dictionary, সজ্জা / সজ্জিত করা is correct. But in English সজ্জা / সজ্জিত করা is usually expressed by decoration/decorate, and there is a educational course named "interior decoration".
সজ্জা / সজ্জিত করা / decoration is usually used for new or almost new homes while refurbish (সংস্কার করা) is usually used for old or very old homes.
