English to Bengali translations [PRO]

English term or phrase: Insurance is the subject matter of solicitation
I need a Bengali phrase that carries the meaning, not a word to word translation. Hindi website of LIC of India says "बीमा अनुनय की विषयवस्तु है", which I differ.

One of the several explainations available in the web is "Every insurance policy says that the insurance company is providing you insurance against a risk on YOUR request/solicitation, i.e. the company agreed to sell you its insurance policy after you solicited or asked for such a sale. In legal terms, insurance is a product that should not be pushed by a seller, but should be pulled by a buyer. (That doesn't happen in real life, though)"

I would appreciate if anyone could help me with a suitable Bengali phrase.

Explanation:
Here it may seem that the term "solicitation" isn't properly used. But it's not really that. Because, one of the meanings of the term is: enticement, temptation - the act of influencing by exciting hope

" the act of influencing by exciting hope" can properly express the term "solicitation" in the given phrase.

Here exciting means "আকর্ষণীয়"
