The full sentence becomes : The decision regarding extension of time limit to be under vigilance.
Is the translation you required? If yes, then it is ok.
But in my opinion the asked sentence is a legal matter and therefore it should be translated with legal terms.All the answerer gave correct answer here. I just added a translation of 'decree' and this term is well known in legal world here.
