Nisam sasvim sigurna, jer ne poznajem siri kotest, ali mi se cini da se radi o zahtjevu koji ispunjavaju roditelji ili skola da tim strucnjaka procijeni sposobnosti odredjenog ucenika. (Obicno za djecu koja imaju natprosjecne ili daleko ispodprosjecne rezultate u ucenju). Cilj procjene bi bio da pokaze da li je uceniku potreban poseban program ili neka specijalna vrsta pomoci u nastavi i ucenju.

ja ovako shvaćam pojam "initial referral"= očito se radi o nekoj vrsti disciplinskog postupka koji se provodi na učeniku/studentu koji zbog neprimjerenog vladanja (npr. varanje i prepisivanje na ispitu) snosi disciplinsku kaznu... u čitavoj takvoj proceduri, "initial referral" je jedna od glavnih stanica ka zaključivanju slučaja i provedbi istih mjera...
