Riječ je o direktoru, ili nekom ko je u obuci za direktora ali ne znam tačan izraz. Kontekst možda neće puno pomoći ali evo:

"We encourage open communication between parents and the school regarding your child's educational needs and parental

Ako kazete da nadgleda, deli prirucnike... kontaktira sa roditeljima, namece se da to ne moze biti direktor, jer po logici stvari, sefovi smena, razni koordinatori interni/ eksterni rade taj posao u skoli.

Mislim da tu nema ništa adekvatnije..
Ovde ga čak nazivaju i samo principal http://www.google.co.uk/url?sa=t&source=web&cd=3&ved=0CC4QFj... a ne bih ga nazvala upravitelj jer je odgovoran Superintendent-u koji je sudeći po opisima nadređen direktorima pojedinih ustanova u okrugu
