As can be seen, water entering the turbine flows through a series of louvers, called wicket gates, which are aranged in a ring around the turbine inlet. The amount of water entering the turbine can be regulated by opening or closing the wicket gates as required.

Explanation:
Wicket gates are also a key component in hydroelectric turbines that control the flow of water from the input pipes (Penstock and then the Squirrel Cage) to the turbine propellers (Runners).

They are also known as Paddles when they are used to regulate flow into and out of lock chambers on canals.
