Не знам дали това отговаря точно на английското facilitating payment, но знам, че в българските официални документи се използват точно тези изрази.
Не знам дали има някаква тънка разлика между \"подкуп\" и \"неофициално плащане\". Аз лично такава не правя. За мен \"неофициално плащане\" и \"нерегламентирано плащане\"
са си просто евфемизми.

Facilitating payment As permitted under the U.S. Foreign Currupt Practices Act, a facilitating payment is a payment for \"routine governmental action,\" such as obtaining permits, processing papers, providing normal government services, etc. It is, in fact, a bribe, but a small one that does not induce any illegal or exceptional behavior.

Explanation:
Преди време превеждах вътрешен правилник на една голяма фирма. Та там ставаше дума за нещо подобно, което представляваше суми като или за дребни подаръци. Трябва да се поразровя малко и да намеря точниа термин.
Но съ ссигурност ставаше дума за дребни подаръци, които не трябваше да бъдат със стойност с такъв размер, че да бъдат изтълкувани като подкуп.
