Може би добрият вариант би бил да се използва самостоятелно "комънъелт на САЩ" - с необходимото уточнение в скоби или под линия: "самоуправляваща се територия под контрола на САЩ" или "самоуправляваща се територия - владение на САЩ".

По този начин се запазва от една страна краткостта и спецификата на изказа, а от друга - се обяснява понятието в достатъчна степен.

Ключовата дума по-скоро е "самоуправляваща се" територия или "автономна" територия, особено ако става дума за Пуерто Рико или за карибските острови в състава на САЩ. Старите щати са си просто щати, независимо дали имат собствена административна единица и палата на управление, но Пуерто Рико например е свободно присъединена територия с много повече автономия и по-висок статут на самоуправление от който и да е щат. най-вероятно точно това се има предвид в текста, но все пак не искам да спекулирам, защото това е само фрагмент от текста.
