It seems that your cited paragraph ' "Bead" means that part of the tire comprising an annular tensile member wrapped by ply cords and shaped, with or without other reinforcement elements such as flippers, chippers, apexes, toe guards and chafers, to fit the design rim.' has been translated into Chinese in the Chinese patent entitled "带有反向的胎体帘线层反包结构的轮胎" with the Chinese Publication Number CN1275946.
I think this Chinese patent corresponds to its original patent entitled "TIRE WITH REVERSED CARCASS PLY TURNUP CONFIGURATION" with a publication number "WO/1998/052777".

As for its corresponding Chinese patent description, you may search this Chinese patent using its Chinese publication number CN1275946 in the SIPO or in the EPO.
