This is a very colloquial expression probably invented by the person writing or using that expression.
But its basically saying that the trade show is run like a cruise ship, since it is costing a lot of money, very extravagant, and also having to host the people who attend the show.

Yes, the person making the statement is trying to say that because of the amount of money needed, and the activities included for the trade show, it seems like running a cruise ship.
