"estimated at 5.5% of global GDP" 指的是　The global relaxation (in fiscal stance)　而非“fiscal stance ”本身。global relaxation 在此意指“全球衰退”。請三思而論之：－）

Good translation, can also (maybe better) be: 全球財政勢態放緩，幅度估計達全球國民生產總值（GDP）的5.5%. Also, I prefer 衰退 since the 放緩 is difficult to evaluate by a fixed number.
