In the given context, there is a strong suggestion this is a “posted” notice in school and provision was made for interested parents to obtain a personal copy by request.

Under these assumption, I believe it is appropriate to call it “家長通告”

通告 clearly expressed the desire of the school, without being suspected of dictating what parents must know.
