I guess it is equivalent of "up to" or 至多.
At first glance, I thought it is a typo of "one to", however, it appears several times, so it is unlikey.

不是typo。这里的out to指extended/stretched to，扩展到两年。之所以这么说是因为一般远期汇率的时限不会到两年。
